Cops let him hotwire the van for 5 minutes and never bother to shoot out the tires.
Those guys are lacking some serious training.

The cops let him ruin two family's lives by letting him steal their work vehicles and destroy them in the chase.
The have some procedures to avoid civilians getting hurt, but not surrounding that van the second time was negligent.
