He was probably misused only in one film. AOTC, and that's because the head swap was too slap sticky/silly.
It would've been more interested if R2 restored ALL of 3PO's memories...going back to his creation.

Yes, we know they were essentially the same movie. Not really, aside from the new villain (which is also an ancient evil) and the young hot shot screwing up and then become the big hero at the end and the end of the Chris Latta voiced villain character....and okay, mostly the same movie.
