The figure stand lists him as Cobra Trooper, so lazy on Habro's part. I like the 25th version of the Hiss Driver better, personally.

Shockwave is enforcing the new mandatory policy to be on the team. Lightfoot is trying to argue with real science, but Shockwave isn't having it. He's called in Toxo-Viper to make sure all of his medical information is up to date. And enforce some new mandatory requirements. Psyche-Out is calling in the real Joe's for help, "Looks like Shockwave isn't as cool as we thought." Falcon, "We gotta save Lightfoot!" Tunnel Rat, "I never liked Shockwave!" All, "YO! JOE!" Will the Joe's be able to save Lightfoot in time? Or will he become a mindless slave to COBRA? Tune in next week kids!

Lately, I've really been drawn into the 1987 and 1988 series. They really are all kind of MIA when it comes to the media.
After the movie, Sunbow was cancelled, so all of these characters never got a voice in the cartoon...(I don't really know much about the Dic cartoons beyond Operation Dragonfire, and that one episode where Falcon is an addict).
When I would read the comic, I knew what Roadblock sounds like, and I hear his voice when he shows up in the comic. Same with Lowlight, Shipwreck, Cobra Commander, ect.
Psyche-Out, Sneak Peek, Outback, Spearhead, Muskrat, Hit & Run, Budo, Croc Master, Raptor, Crystal Ball, Dodger...all MIA
There's some brief cartoon glimpses of what these characters would look like on the screen in some of the toy ads and comic book commercials, but the voices are lost.
I was greatfull at the time to at least see them be used in the comic. But like I said, without the voices to match, it just made me appreciate the cartoon for giving so much life to the original characters from the series.

The comic peaked with Cobra Civil War, the cartoon with the movie, the toyline with 87. The reason the content matters is it creates emotional connections to the figures. They've never created something as successful as Sunbow cartoon to sell the product.
Crystal Ball would have Vincent Price's voice. Duh !
Sneak Peek I always thought was a bit like Neville Longbottom or way before the Harry Potter books were made. I always thought he looked to have a bit of extra weight on him, probably another hanging-on-by-a-thread Joe ala Dial Tone. Or maybe the Chunk's voice from Goonies.
Croc Master give him Killer Croc's voice is good enough for me.
Psyche-Out I feel would be a very good voice for people to talk to if he does counseling sessions. Not show who that is, though.
Others you listed get tougher and thougher. Many later Joe characters I feel got default hero generic voice in my head sadly.

I agree.
I also don't like his black hands or blue-shirt, but hey.
Almost every single sub-team member doesn't beat their original counterpart.
I still like them for their uniqueness and rarity.
