There seems to be unclear if there was gonna be an arctic team or sea team or both. I've heard arctic only and both over the years. There was rough mock up at yojoe.com for a set with mudbuster/locust/beach-head and Sub-Zero. His stank reported this posting from Hasbropulse  |

Went to a nearby poobalick library and used their non-card required 15 minute use pc to access that PDF and it loaded like instantly.
The proped super-hero Joe X-Troopers....wow. The character designs are interesting, but they would've been big dumb superhero figures in a decade full of them.

If I ever get back into the hobby, I would try making a custom 1/6 Headman concept design.
Buzzer was always really popular in the cartoon and comic, but he had one of the worst and IMHO rarest figures. Buzzer was hard to find.
I love the idea that that he has his own faction of criminals and his main focus is in narcotics.
I could see Metal Head as Torch too. Forget what you saw in the Dic cartoons. The figure, card art and code name all aim towards that direction.
I'd also paint my Night Force Whale into the Sea Wolf :-)
I love when they reuse some things ten years later and it works...it just shows how amazing some of this stuff was when it first came out.
