One should be cautious about some of these acutions. The sellers use stock photos.
Plus these were made like 19 years ago, and may nor may not be "rejects" or bootlegs or just plain dirty.
I doubt they are bootlegs. The second wave of Street Fighter movie figures were non-existent in the USA. They had to have been made in some numbers and gone somewhere (or in this case, never left China).
Some Gears and Star Brigade Techno-Viper show up in Asian auctions, along with the 3 3/4" versions of 60's Joes, leads me the impression when Hasbro gave up on 3 3/4" GI JOE in 1993-1994, they had a bunch of figures left in the production bins.

Curiously enough, this seller has lots with Gears and Techno Viper in them.
