I wasn't sure if it was fan made or not. I know other countries would sometimes sell vehicle drivers individually on cards.
No, I would not pay money for this either.

They never got Cobra-La at all.
Mail-in Sgt Slaughter was carded in a few countries, but repainted. Odd.

They had single cards in the USA, too! I forget this as I never saw them, apparently they were a late 1987 release. That's where the Blockers with visor were from.
