The Sith rely on fear as a form of control, and if you got people not "respecting" them by even questioning orders, then they are made examples of. I gathered career officers weren't keen on taking orders from the Emperor's watch dog. But the Clone Wars changes that perspective since Vader's there from the empire's origin, so...I dunno. Also, there's incompetent and there's really incompetent. Ozzel surely had enough competence to commader something, or he wouldn't be there. During WW2, the US Navy made scapegoats of the commander of Pearl Harbor and the Captain of the USS Indianapolis (sunk by a Japanese sub), both unfairly.

The guy is Tommy Wiseau, the director and star of an awful movie called THE ROOM, which developed a cult following for its laugh-out-loud terribleness.
