Mutt V1 supposedly started out in designs as a Cobra dog handler. That might explain that mask he wears or he was JUST COVID COMPLIANT.
Raptor and Sneak Peek works. Sneak Peek spies on Cobra, Raptor uses birds to track GI JOE. Different methods, but similar goals.
1988: (BF 2000 incuded because later 87 release and intended enemies were the IG's) Obviously Muskrat vs Voltar...ultimate enemies according to a strange Hasbro exclusive. Or Muskrat vs Hydro Viper...swamp fighter vs swamp monster *yes he's DEEP SEA, not swamp* Budo vs Storm Shadow...oh, right. I suppose either vs Roadpig... disciplined martial artists vs chaotic biker Super Trooper vs Destro, the battle of vac metal! (There's no leader character in 1988 aside from Warthog Slaughter) Unless...Blaster vs Destro...hovercraft war! Sgt Slaughter vs Secto Viper...amphibious transports! Or Armadillo vs Secto Viper...per comic. Ghost Rider vs Star Viper (actually a thing in one Special Mission Issue) Maverick or Windmill or Knockdown vs Nullifier Dodger/Avalanche/Wild Card vs Ferret Blocker vs Skidmark...the ex cabbie vs mr follow the rules. Shockwave, Hit & Run, or Spearhead vs Iron Grenadier? Hardball vs Roadpig, sports equipment face off baseball vs football. Charbroil vs Toxo-Viper Astro Viper is a problem...have to go back to Payload, ahead to Countdown. Light Foot back to Techno Viper Blizzard back to Ice Viper Repeater...??

Repeater and Saw Viper. Years be damned. Hardball and Frag Viper. I like your ninja adversaries for Road Pig. Would give some grounds for his unproduced Ninja Force figure. The comics teamed up Repeater, Budo and Lightfoot in the beginning. Such an interesting issue, Covergirl, Grandslam, Duke all make an appearance. It's interesting to seeing older Joe's along with the stuff that was coming out in 1988! The cartoon didn't do that a whole lot, but there were insert advertisements that showed 1988 figures using stuff released from previous years, gotta love the prices.

That was when mail offers started getting higher than retail. Figures were still $3 so $7 Twins...without their original cool packaging. I did like those offers, though, even if some choices were odd. They needed more figures but profits were less on the figures.

I'd imagine the offers were based on things they had overstock on. I always thought those inserts were cool. Allowed your imagination to run wild.

Some of it was new runs they made for the 1987 Action Force relaunch under Hasbro (which had stuff from 1983-1985). I had the battle stations and they had Action Force labels/instructions. Some were previous mail-aways, hooded CC, Slaughter, Fridge. Others were new production runs, like the darker green Sky Hawk. I guess that wasn't offered overseas anywhere? Some were from Brazil, like Rampage (Heavy Metal), Quick Kick and later Arctic Dee Jay
